BIO
He began his professional career at the business consulting firm Accenture, where he was responsible for implementing specific modules of the core banking system at PKO Bank Polski. He then joined the Belgian KBC Group, working with Kredyt Bank as well as the insurance companies TUiR Warta and TU NŻ Warta (2006–2011). For six years, he served as Director of the Transactional Applications Development Department at Poland’s largest bank, PKO Bank Polski, where he played a key role in the acquisitions of Nordea Bank Polska and SKOK Wesoła. He also contributed to the launch of PKO Bank Polski’s innovative solutions, including: the IKO mobile banking app, an IRB-compliant risk parameter calculation engine, an options trading system, a central Cash Management product platform, the Loro system with ICM functionality, the new IPKO Dealer auto-dealing platform, as well as an Enterprise Fraud Management (EFM) system for fraud detection and handling.
From 2017, he worked in government administration as the plenipotentiary of the Minister of Finance for IT, where he supervised the IT organization of the Ministry of Finance, comprising more than 1,800 employees. He created and implemented the ministry’s digital transformation strategy, successfully restructuring at-risk initiatives, particularly the e-Taxes project, where he achieved a pre-litigation settlement. He was responsible for introducing innovative solutions such as: Twój e-PIT (Your e-Tax Return), e-Tax Office, Poltax+, and e-Toll, which simplified and automated administrative processes. He also developed and implemented a BIG DATA concept based on algorithmic applications and oversaw projects including: JPK_VAT, STIR, Split Payment, SENT, MDR, the White List of VAT Taxpayers, e-Financial Statements, Online Cash Registers, Virtual Cash Registers, and e-Receipts. In September 2021, he became Director of the Central IT Center (COI), where he successfully merged the development divisions of NASK and COI. He was responsible for drafting the digitalization strategy for public administration, which included, among others: the introduction of a public-sector e-payments platform, the Central Register of Powers of Attorney and Authorizations, upgrades to the mObywatel (mCitizen) application, and the Central Driver Register.
After the outbreak of the war in Ukraine, he successfully led the PomagamUkrainie (I Help Ukraine) project, adapting state registries to issue PESEL identification numbers and trusted profiles, as well as launching a Ukrainian-language version of the mObywatel app and dedicated refugee service centers at the National Stadium in Warsaw, Tauron Arena, and a system for handling humanitarian convoys.
He is a graduate of the Faculty of Cybernetics at the Military University of Technology and the College of Management and Finance at the Warsaw School of Economics. He also holds an Executive Master of Business Administration (MBA) degree.
